Dopo aver dato atto del punto di arrivo, dei problemi più significativi e delle ragioni dell’impasse, l’indagine si sposta sull’assetto regolatorio. Viene data evidenza all'eccessiva complessità del single rulebook e alla frammentazione delle regole comuni e delle prassi nazionali, forti ostacoli all'integrazione finanziaria.
