Una valutazione degli impatti economico-sociali dell’offerta dei servizi pubblici locali a Rete nel Comune di Roma

The object of the paper is an assessment of the social and environmental externalities associated with "public local services" of the Municipality of Rome. The services considered are: the management of waste, the public transport and local distribution of energy and water. All these activities are managed by the municipality through owned firms. For these activities, through the application of a multicriteria evaluating method, the research measured the performance of manufacturing firms (in a dynamic way and comparing the results with a benchmark) and the impacts of the services on the quality of urban life. The paper presents the methodology used and the outcomes.

La ricerca ha come oggetto una valutazione delle esternalità di tipo ambientale e sociale associate ai “servizi pubblici locali a rete” del Comune di Roma. I servizi a rete considerati sono: la gestione dei rifiuti urbani, il trasporto pubblico locale e la distribuzione di energia e acqua. Si tratta di attività gestite a livello municipale e soggette agli obblighi di servizio pubblico. Per queste attività, mediante l’applicazione di una metodologia valutativa di tipo multicriteriale, si è proceduto a misurare (in termini dinamici e relativi) sia le performance delle imprese produttrici che gli impatti sulla qualità della vita urbana. L’articolo presenta la metodologia utilizzata ed i risultati ottenuti.
