This article addresses the need to find alternative ways to envision, develop and govern public service media’s (PSM) online services and data-driven systems. By critically discussing both opportunities and shortcomings of how European PSM organisations developed their online services and personalisation systems, we argue that in their own platformisation processes, PSM have partially lost their distinctiveness and have not been able to provide viable alternatives to the dominant audiovisual media platforms. Thus, building on Mouffe’s agonistic theory and Illich’s conviviality theory, this article proposes a theoretical framework to radically rethink the guiding principles and rationales driving public service platforms, in order to develop viable alternatives to the currently dominant models. By doing so, we envision the development of such services as convivial tools that are based on three principles, namely, symmetry of power (intended as hackability, openness and algorithmic conviviality), independence and environmental sustainability.
Questo articolo affronta la necessità di trovare modi alternativi per immaginare, sviluppare e governare i servizi online dei media di servizio pubblico (PSM) e i sistemi guidati dai dati. Discutendo criticamente le modalità con cui le organizzazioni europee di PSM hanno sviluppato i loro servizi online e i loro sistemi di personalizzazione algoritmica, sosteniamo che nei loro processi di platformizzazione, i PSM hanno parzialmente perso la loro distintività e non sono stati in grado di fornire alternative valide alle piattaforme dominanti dei media audiovisivi. Così, basandosi sulla teoria agonistica di Mouffe e sulla teoria della convivialità di Illich, questo articolo propone un quadro teorico per ripensare radicalmente i principi guida e le ragioni che guidano le piattaforme di servizio pubblico, al fine di sviluppare alternative valide ai modelli attualmente dominanti. Così facendo, immaginiamo lo sviluppo di tali servizi come strumenti conviviali che si basano su tre principi, vale a dire la simmetria del potere (intesa come hackability, apertura e convivialità algoritmica), l'indipendenza e la sostenibilità ambientale.
