Questione ambientale e paesaggio: i “tabù” della politica infrastrutturale. Voci critiche negli anni del miracolo economico

Every mobility model brings with it environmental issues: progress in mobility means overcoming some obstacles while at the same time creating others. While this matter is already present in the first infrastructure related to the construction of railways in post-unitary Italy, and is then outlined with the expansion of the road network in the years between the two World Wars, it nevertheless takes on more precise contours after the Second World War. In the light of this new awareness, the debate on infrastructure has seen an expansion of perspective, from the approach dominated by the idea of technological progress and the right to mobility at all costs, to another approach which has added to the debate topics such as sustainability, landscape protection and, ultimately, the idea of progress as social well-being. The essay addresses these issues by reconstructing the debate - animated by specialists in the sector but also by new subjects on the Italian cultural scene, such as the association "Italia Nostra" - which has led to the formation of a new awareness of the environmental effects of the material structures of mobility.

Ogni modello di mobilità porta con sé delle criticità ambientali: i progressi nella mobilità rappresentano un superamento di alcuni ostacoli, ma al contempo ne creano altri. La questione, se si pone con evidenza già con la prima infrastrutturazione legata alla costruzione delle vie ferrate nell’Italia post-unitaria, e si delinea poi con l’ampliamento della rete stradale negli anni tra le due guerre, assume tuttavia contorni più precisi nel secondo dopoguerra. Alla luce di questa nuova consapevolezza anche il dibattito sulle infrastrutture ha conosciuto un ampliamento di prospettiva, dove all’approccio dominato dall’idea del progresso tecnologico e del diritto alla mobilità a ogni costo se ne è affiancato un altro che ha aggiunto al dibattito temi quali la sostenibilità, la tutela del paesaggio e, in ultima analisi, l’idea di progresso come benessere sociale. Il saggio affronta queste tematiche ricostruendo il dibattito – animato da specialisti del settore ma anche da nuovi soggetti della scena culturale italiana, quali “Italia Nostra” – che ha portato alla formazione di una nuova consapevolezza delle ricadute ambientali delle strutture materiali della mobilità.
