How democratic are illiberal democracies? Parliament and parliamentarism in the Hungarian constitutional retrogression

During the last decade, we are witnessing a circulation of the illiberal democracy model in the European continent, as shown by the threats recently posed to the constitutionalism in EU countries such as Hungary and Poland. As a consequence of this trend, several studies have been conducted in order to define the elements and processes characterizing the diffusion of illiberal democracy. The purpose of this paper is to analyse if, and eventually how, the spread of the illiberal democracy model, which has already compromised the guarantees typical of the constitutional form of State, can also affect the structures and functions of the parliaments.

Nell'ultimo decennio, stiamo assistendo a una diffusione del modello di democrazia illiberale nel continente europeo, come dimostrato dalle preoccupanti esperienze in paesi dell'UE come l'Ungheria e la Polonia. Come conseguenza di questa tendenza, sono stati condotti numerosi studi per definire gli elementi e i processi che caratterizzano la diffusione della democrazia illiberale. Lo scopo di questo articolo è quello di analizzare se, ed eventualmente in quale modo, la diffusione del modello di democrazia illiberale può influenzare le strutture e le funzioni dei parlamenti.
