The article discusses one of Luigi Bobbio's latest essays dedicated to the problem of the 'depoliticizing' impacts of the deliberative techniques adopted by local authorities to resolve conflicts around decisions on large works with consistent environmental impacts. Comparing the exemplary cases analyzed by Bobbio with other cases, studied by the author, the difficulties in defining the distinct implications of politicization-depoliticization of conflicts in deliberative arenas are highlighted, with the relative characteristics assumed by the different protagonism of technicians and political actors - institutional and non-institutional. It is therefore emphasized that it is necessary to avoid generalizations on the possible (de-politicizing / re-politicizing) value of these methods, preferring rather to take into account the specific political conditions (not only concerning the intensity of the social conflict and the relevance of the issue at stake, but also the political tensions within and inter-institutional, the logic of government / opposition conflict, but also of cooperation or competition between different territorial institutional levels). Finally, perplexity is expressed about the efficacy of the deliberativist recipe, considered very ambitious in the current conditions of democracy. The current crisis of citizens' confidence in politics can hardly be resolved without facing the parallel crisis of representation and political-institutional action: this cannot elude the crucial terrain of the selection of the political class and the parallel rediscovered capacity for structuring of the different interests and values ​​present in society. Paradoxically, where representative democracy is more fragile and there is a greater need for deliberation, there are also fewer resources to feed quality deliberative processes.

L'articolo discute uno degli ultimi saggi di Luigi Bobbio dedicato al problema degli impatti 'depoliticizzanti' delle tecniche deliberative adottate dagli enti locali per risolvere conflitti attorno a decisioni su grandi opere con impatti ambientali consistenti. Confrontando i casi esemplari analizzati da Bobbio con altri casi, studiati dall'autrice, sono messe in evidenza le difficoltà nel distinguere implicazioni di politicizzazione-depoliticizzazione dei conflitti nelle arene deliberative, con i relativi caratteri assunti dal diverso protagonismo dei tecnici e degli attori politici - istituzionali e non istituzionali. Viene quindi sottolineato come sia necessario evitare generalizzazioni sulla possibile valenza (de-politicizzante/ri-politicizzante) di questi metodi, preferendo piuttosto tener conto delle specifiche condizioni politiche (non solo riguardanti l’intensità del conflitto sociale e il rilievo della posta in gioco, ma anche le tensioni politiche intra e inter-istituzionali, le logiche di conflitto governo/opposizione, ma anche di cooperazione o competizione fra di versi livelli istituzionali territoriali). Viene infine espressa perplessità sull'efficacia della ricetta deliberativista, ritenuta molto ambiziosa nelle condizioni attuali della democrazia. La perdurante crisi di fiducia dei cittadini verso la politica difficilmente potrà essere risolta senza affrontare la parallela crisi della rappresentanza e dell'azione politico-istituzionale: ciò non può eludere il terreno cruciale della selezione del ceto politico e di una parallela ritrovata capacità di strutturazione dei diversi interessi e valori presenti nella società. Paradossalmente laddove la democrazia rappresentativa è più fragile e ci sarebbe maggior bisogno di deliberazione, là sono anche minori le risorse per alimentare processi deliberativi di qualità.
