This research aims to shed light on the role of industrial relations systems in recognising and promoting occupational welfare measures with a view to work-life balance in the private sector in Italy, in an economic and social context marked by growing social and occupational welfare needs. Work-life balance policies, traditionally conceived as tools to support female employment, have gradually taken on a broader significance, becoming an integral part of the development strategies of companies oriented towards social responsibility and inclusion, with the aim of improving individual and social well-being. In a context marked by diverse work and family needs, collective bargaining has proved crucial in defining occupational welfare tools, helping to develop tools and build differentiated responses aimed at meeting the different needs that emerge at sectoral, territorial and company level. The study offers a reflection based on a systematic survey of regulatory sources, literature and an in-depth review of national and company contracts, as well as the services provided by bilateral bodies in different industrial relations systems. Indeed, the analysis, conducted on 27 national collective agreements and over 1,000 company agreements signed between 2022 and 2025, highlights the development trajectories of conciliation policies and the concrete contribution made by industrial relations systems in promoting occupational welfare models. At a time when the challenges associated with the digital, ecological and demographic transition are forcing a profound reorganisation of work, collective bargaining remains an essential tool for defining policies geared towards the well-being of workers and the competitiveness of businesses. The research therefore aims to provide evidence and theoretical insights to strengthen the scientific and political debate on the renewed role of industrial relations in contemporary welfare, particularly in the development of effective tools for balancing work and private life.
Il presente contributo intende fare luce il ruolo dei sistemi di relazioni industriali nel riconoscimento e nella promozione di misure di welfare occupazionale con finalità conciliativa nel settore privato in Italia, in un contesto economico e sociale segnato da crescenti bisogni di welfare sociale e occupazionale. Le politiche di conciliazione vita-lavoro, tradizionalmente concepite come strumenti di sostegno all’occupazione femminile, hanno progressivamente assunto una valenza più ampia, diventando parte integrante delle strategie di sviluppo delle imprese orientate alla responsabilità sociale e all’inclusione, al fine di migliorare il benessere individuale e sociale. A fronte di una crescente diversificazione delle esigenze lavorative e familiari, la contrattazione collettiva si è rivelata cruciale nella definizione di strumenti di welfare occupazionale, contribuendo a sviluppare strumenti e a costruire risposte differenziate tese a soddisfare i diversi bisogni che emergono a livello settoriale, territoriale e aziendale. Lo studio propone una riflessione fondata su un’indagine sistematica delle fonti normative, della letteratura e di una ricognizione approfondita dei testi contrattuali nazionali e aziendali, nonché delle prestazioni erogate dagli enti bilaterali in diversi sistemi di relazioni industriali. Invero, l’analisi, condotta su 27 CCNL e su oltre 1000 contratti aziendali sottoscritti tra il 2022 e il 2025, consente di mettere in luce le traiettorie di sviluppo delle politiche conciliative e il contributo concreto offerto dai sistemi di relazioni industriali nella promozione di modelli di welfare occupazionale. In un momento storico, in cui le sfide legate alla transizione digitale, ecologica e demografica impongono una riorganizzazione profonda del lavoro, la contrattazione collettiva si conferma uno strumento essenziale per la definizione di politiche orientate al benessere dei lavoratori e alla competitività delle imprese. La ricerca, dunque, si propone di offrire evidenze e spunti teorici utili a rafforzare il dibattito scientifico e politico sul rinnovato ruolo delle relazioni industriali nel welfare contemporaneo, in particolare nella costruzione di strumenti efficaci per il bilanciamento tra tempi di vita e tempi di lavoro.
