The research examines whether, and to what extent, smart working can serve as a tool for promoting organizational well-being within the Public Administration. After reconstructing the concept of organizational well-being as a dynamic property arising from the interaction between the individual and the organization, the analysis highlights its legal significance in public employment, where it represents a precondition for workers’ overall well-being and a guiding principle for administrative action. The study of the regulatory framework on agile work and its integration into public strategic planning (from POLA to PIAO) shows how this working modality — thanks to its defining features such as spatial and temporal flexibility, organization by phases, cycles and objectives, and the use of technological tools — can improve organizational well-being, generating positive effects on personnel (in terms of motivation, satisfaction and engagement) and on the organization (with a view to increasing productivity). The theoretical reflection is complemented by an analysis of practical implementation. The examination of the PIAOs of regional administrations— focusing in particular on the subsections dedicated to agile work organization, Positive Action Plans, and strategic guidelines — offers a comprehensive picture of current practices, highlighting virtuous models capable of triggering processes of improvement and inter-organizational learning. Overall, the investigation shows that, beyond the purposes set out in Article 18, paragraph 1, Law No. 81/2017, both in the legislator’s intent and in regional implementation practices, orienting smart working towards organizational well-being is not only a feasible pathway but, in some cases, a course of action already underway for improving organizational structures and working conditions within public administrations.

La ricerca esamina se, e in quale misura, il lavoro agile possa costituire uno strumento di promozione del benessere organizzativo nella Pubblica Amministrazione. Dopo aver ricostruito il concetto di benessere organizzativo come proprietà dinamica dell’interazione tra individuo e organizzazione, l’analisi ne mette in evidenza il rilievo giuridico nel pubblico impiego, quale precondizione del benessere integrale dei lavoratori e principio cui orientare l’azione amministrativa. Lo studio della disciplina del lavoro agile e della sua integrazione nella pianificazione strategica pubblica (dal POLA al PIAO) mostra come questa modalità lavorativa, grazie ai suoi elementi caratterizzanti – flessibilità spazio-temporale, organizzazione per fasi, cicli e obiettivi, utilizzo delle tecnologie – possa contribuire al miglioramento del benessere organizzativo, generando effetti positivi sul personale (in termini di motivazione, soddisfazione e coinvolgimento) e sull’organizzazione (in ottica di incremento della produttività). Alla riflessione teorica si affianca l’analisi della dimensione applicativa. L’esame dei PIAO delle amministrazioni regionali – con particolare attenzione alle sottosezioni dedicate all’organizzazione del lavoro agile, ai Piani delle Azioni Positive e alle linee strategiche – restituisce un quadro complessivo delle pratiche in atto, mettendo in luce modelli virtuosi capaci di attivare processi di miglioramento e apprendimento inter-organizzativo. Nel complesso, l’indagine evidenzia come, oltre le finalità esplicitate dall’art. 18, comma 1, l. n. 81/2017, tanto nelle intenzioni del legislatore quanto nelle esperienze attuative regionali, l’orientamento del lavoro agile al benessere organizzativo rappresenti una strada percorribile - e in alcuni casi già intrapresa - per il miglioramento dell’organizzazione e del lavoro all’interno delle pubbliche amministrazioni.
