It is based on communiques and on the joint statements of participants and references from the Nuclear Security Summit web site. It aims to specify the features of Nuclear Security as prevention of malicious acts, compared to Nuclear Safeguards (counter proliferation) or Nuclear Safety (avoiding nuclear accidents). It adopts a historical analysis methodology, based on empirical research on official sources.
