The work intends to reflect on the meaning of voluntary contribution with respect to the principle of good governance. The measure, which implied the suppression of the traditional tribute, was suggested by the legitimate authorities of the Viceroyalty of Peru as a consequence of the events in Cádiz, from the drafting of the Constitution of Cádiz to the successive calls for general elections for representatives of the Overseas Kingdoms. To speak of "voluntary contribution", that is, paying a fee or tribute, it is necessary to highlight the political and economic actors that come into play and situate them in the context of the society in which the relationship occurs. On the one hand, one has the legitimate authority of the constituted order, be it an official or an administrative office and, on the other, the subject on whom the tax falls, the Indians. Finally, the case study is the pact that exists —and is to be maintained— between the Indian, as a legal subject with rights and duties, and the Crown, authority of the established order, whose objective is to impart good governance to the Indians. and that defines the legitimacy of the hierarchy. The events in Cádiz produced a rupture in the vassalage pact, abolishing the division of the Indian and Spanish republics, and instituting a single political body of citizens and neighbors. This fact creates a situation of instability because Indian society recognizes the legitimate authority exclusively with the vassalage pact manifested in the tribute, which marks the legal-political architecture of Indian society.
