This chapter first briefly describes the traditional international law on the treatment of aliens and immigrants. It then looks in greater detail at the issue of the impact produced on that law by the theory of human rights. It distinguishes between the effect of substitution, on the one hand, and the effect of transformation and modernization, on the other. © Oxford University Press, 2013. All Rights Reserved.
